About the Institute

State budgetary institution "Ufa Eye Research Institute of Academy of Sciences of the Republic of Bashkortostan" is one of the leading eye research institutes in Russia with more than a century-old history reflected the work of several generations of scientists, researchers and ophthalmologists. Through the efforts of many scientists and specialists the institute has a solid reputation of one of the leading ophthalmic institutions of the Russian Federation and the Republic of Bashkortostan. Since 2005 the Institute is headed by professor, associate member of the Academy of Sciences of the Republic of Bashkortostan Mukharram Bikbov MD, PhD, DMSc.

The history of the Institute dates back to the second half of the XIX century.

In 1881 in the Russian Empire for the social protection of the blind a special charity organization - Patronage of Empress Maria Alexandrovna for the blind was created, and 5 years later in 1886 – its Ufa department.

In 1901 Ufa Eye Infirmary of Ufa Department of the Patronage of Empress Maria Alexandrovna for the blind was opened. The first director of Infirmary was Arseny Aleksandrovich Belsky (1901-1903). In subsequent years, the directors of Infirmary were Vladimir Ivanovich Sushkin (1903-1904), Anna Andreevna Meyer (1904-1910 and 1920-1925), Fedor Akimovich Kirkevich (1910-1914).

In 1926, due to massive trachoma disease in Bashkiria on the basis of 50-bed Regional Hospital a Trachomatous Bashkir Eye Research Institute was established. The first research superviser and director was the key scientist and ophthalmologist, professor of the 1st Moscow Medical Institute, Victor Petrovich Odintsov. He headed the Institute in 1925-1928. Great contribution to the foundation of the Institute belongs to G.G. Kuvatov – the first People's Commissar for Health of Bashkir ASSR who helped to equip the Institute with ophthalmic and medical instruments purchased in Germany. In 1928-1932 the director of Bashkir Trachomatous Research Institute was Vladimir Nickolaevich Tabakov, , in 1933-1934 Iosif Andreevich Agarev.

Primary focus of department of rehabilitation of persons with eye injuries was to study the pathogenesis of wound healing in eye injuries and their consequences, development of new keratoplasty methods, surgical treatment of retinal detachment, new wound-healing, resolving and anti-inflammatory drugs. Such surgeries as closed vitrectomy, removal of foreign bodies, endolaser coagulation, scleral and vitreoretinal surgery for retinal detachment were performed. Ophthalmologists had been constantly improving the surgical technique of giant retinal tear, eye injury, posttraumatic and diabetic retinopathy, developing methods of plastic surgery at cicatrical changes of appendages of the eye and anophthalmia.

In 1932, there was a hospital expansion, the number of cots increased to 150. Bacteriological and histological laboratories with special equipment were opened. The vivarium conducted animal studies. In 1934 the Institute was headed by Professor V.I. Spassky. From this period he begins a complete checkup of population of the republic to diagnose trachoma, a special body of specialists is created to provide on-site medical and surgical treatments. Opening at the Institute in 1936, the Department of Ophthalmology of Bashkir State Medical Institute has expanded the possibility of conducting research on the prevalence and clinical findings of trachoma and the implementation of measures to combat it. The first head of department was V. I. Spassky (1936-1955). He successfully engaged in scientific, educational, medical and social activities aimed at abolition of trachoma and treatment of its complications. He published scientific works on the diagnosis and surgical treatment of trachoma. For a huge contribution to the health V.I. Spassky was awarded the Order of the Red Banner of Labor and "Badge of Honor".

During the Great Patriotic War Institute housed a hospital to treat the wounded.

In the post-war period (1945-1965) Institute is once again becoming a scientific and methodological center of prevention and treatment of trachoma and its consequences. A number of applied research studies of that period formed the basis of fundamental research in the field of etiology and pathogenesis of this disease. A significant contribution to trachoma control was introduced by the Honoured Doctor of RSFSR and the Bashkir Autonomous Republic, Honored Scientist of RSFSR Gabdulla Khabirovich Kudoyarov. He achieved good results in bacteriology, virology and morphological studies of trachoma, adenoviral conjunctivitis and vernal catarrh. In recognition for his merits in development of medical science, many years of fruitful work he was awarded the Order of Lenin and Red Banner of Labor. As a result of team-work of healthcare professionals and the public in mid-60s trachoma was eliminated.


In 1965 Bashkir Trachomatous Eye Research Institute was transferred to the supervision of the Ministry of Health of Russian Federation and reorganized into the Ufa Eye Research Institute. Main research area of this period - the study of the impact of petrochemicals on eyesight. Mechanisms of eye damage by some petroleum were disclosed and they elaborated recommendations for detection, treatment and prevention of functional eye changes in petrochemical industry workers (K.R. Belenky, A.H. Giniatullin). At the same time they examined the problem of viral eye diseases, prevention and treatment of eye injuries, organizational issues of ophthalmic services in republic, etc.

A large part in attracting talented researchers and the establishment of the working team of the Institute belongs to directors who headed the institute at various times: Professor V. Odintsov (1926-1934), Professor V.I. Spassky (1934-1944), Professor G.Kh. Kudoyarov (1945-1954), Board Certified in Ophthalmology M.S. Tanatarova (1955-1958), Candidate of Medical Sciences S.Kh. Khalitova (1959-1965), Candidate of Medical Sciences M.A. Kalmetieva (1965-1980), Professor M.T. Aznabaev (1980-2005). Since 2006 the Institute is headed by Professor M.M. Bikbov.

In 1980s the institute becomes an interregional center of microsurgery and laser treatments (Director - Prof. M.T. Aznabaev). In addition to training for microsurgery and laser therapy, creation of new laboratories, Institute acquired modern operating microscopes, cryoextractor, phacoemulsifier, biometers, keratometers, fundus camera, laser systems, special equipment for producing contact and intraocular lenses, etc.

The scientific profile of the institute - pediatric ophthalmology, combined treatment, medical and social rehabilitation of patients with eye lesions. The institute replenished with young staff.

The focal area is research in the field of congenital cataract surgery. The new concept which is based on the idea of ​​surgical treatment of congenital cataracts in early infancy in order to enable early functioning of the visual analyzer and prevent its functional underdevelopment. The possibility of using small surgical incisions and minimally invasive surgical approaches are proved; special equipment, tools, artificial lenses and reasonable. New approaches in congenital cataract surgery, retinopathy of prematurity significantly improve the results of surgical treatment of children. The special school of pediatric ophthalmologists was created and it developed new directions in children's congenital ophthalmopathology. For the work "Surgical rehabilitation of congenital lens diseases" State Republican Youth Prize (1987).

Epikeratoplasty for correcting high degree anisometropia in children was introduced, the patterns of refractive power alterations when suturing the positive and negative biolenses were developed, keratorefractive surgeries, new methods of IOL implantation through tunnel incision and complicated reconstructive surgeries in children were designed, also a fluorescent angiography of eye fundus was introduced.

The department of infectious eye diseases (the head of department - Prof. V.B. Malkhanov) is one of the oldest in Russia, it has developed methods for prevention, diagnosis, pathogenesis-oriented treatment of viral, chlamydial, and infectious-allergic eye diseases, the importance of viremia is defined. Defined clinical features, developed measures of diagnosis and treatment of epidemic keratoconjunctivitis, complicated forms of adenoviral conjunctivitis.

Clinical characteristics, methods of diagnosis and treatment of epidemic keratoconjunctivitis and complicated forms of adenoviral conjunctivitis are developed.

           Nowadays Ufa Eye Research Institute is an ophthalmic high-technology center which performs cataract and refractive surgery, provides treatment of retina and vitreous body pathology. Institute is a large multi-faceted organization conducting scientific, medical, consulting, manufacturing and educational activities.

Since 2006 there have been profound changes in the field of research and ophthalmic practice. The institute is divided into Scientific and Research Department and Research and Production Departments. There are 3 departments in Scientific and Research Department: Corneal and Refractive Surgery Department; Vitreoretinal and Laser Surgery Department; Department of Restorative Eye Surgery in Children. Research and production department includes Engineering and Design Department and Department for Foreign Relations and Marketing.  
       Key focus areas:
- Pathogenesis, treatment options of degenerative and inflammatory corneal diseases; 
- Pathogenesis and diagnosis of congenital eye diseases in children;
- Pathogenetic mechanisms, the treatment of vitreoretinal proliferation in diabetic retinopathy and age-related macular degeneration;
- Keratorefractive and endoocular methods for correcting high ametropia;
- Development and production of medical products as part of innovative projects.     

Nowadays the research activity is focused on development of competitive products.

Since 2007 the institute plans and executes innovative projects, developing medical devices, medications and new eye surgery technologies. In carrying out fundamental and applied research on corneal ectasia the Department and Corneal and Refractive Surgery was created. It is focused on development of diagnostic methods, surgical techniques and therapeutic treatments for corneal and lens diseases, surgical correction of ametropia, medical products.

The problem of early diagnosis and treatment of keratoconus and keratectasia is an extremely important and serious due to increase in the incidence rate.

In accordance with the Russian Import Substitution Program the institute carries out the development and production of medical products essential for practical healthcare that will reduce a demand for import products, and in some cases replace them.

Years of work led to creation of ophthalmic device "Ufalink" for UV crosslinking, the therapeutic effect of which is based on correcting the biomechanics of diseased optical structures of the cornea. The method promotes biomechanical stabilization of the cornea in progressive and iatrogenic keratectasia. The device "UFalink" is certified and registered in the Register of Medical Products of the Russian Federation. Scientific and technical level of device complies with the foreign analogues.

Studies at molecular level have contributed to the development of new ophthalmic products - corneoprotector "Dextralink" which is involved in the process of corneal collagen crosslinking. Since 2009 Ufalink and Dextralink are commercially available and have been repeatedly awarded diplomas and medals of exhibitions including international ones.

"UV-tester" is a special device developed to control radiation intensity. It meets the requirements of GOST. A serial production of device is being organized.

Currently the Institute is actively being developed, design and experimental patterns of medical devices are being created including devices for cornea UV irradiation "UFalink Quantum", new kinds of photosensitizers and new devices for corneal collagen cross-linking, and iontophoresis, drainage for lacrimal surgery, etc.

Department of vitreoretinal and laser surgery which was created in 2007 carries out endovitreal operations including 25-gauge surgery, in ophthalmic complications of diabetes, hemophthalmia of various etiology. Intravitreal injection of angiogenesis inhibitors is a highly effective treatment for age-related macular degeneration.

25G surgery technique is used in congenital cataracts in children what allows to obtain a good anatomical and functional outcomes, lower risk of complications. The Department of Reconstructive Eye surgery For Children is dealing with the problems of early diagnosis and rehabilitation of children with retinopathy of prematurity and retinoblastoma.

Issues of pathogenesis, diagnosis and treatment of refractory forms of glaucoma are relevant. We study clinical and functional results of modern technology in cataract surgery, the method of polypseudophakia in correction of residual refractive error in children and adolescents.

Since 2007 the staff of the Institute defended 7 doctoral and 27 master's theses. At various times young researchers of UERI won grants of the Republic of Bashkortostan. Participation of Institute staff in the National Youth Educational Forum "Seliger - 2011" and Youth Innovation Forum "INNOVA 2011" provided an opportunity to present their projects to representatives of business and government, to listen to the unique educational programs and to attract investors. In 2011, a group of young scientists of the Institute (Candidate of Medical Science G.M. Bikbova, N.E. Baimukhametov, A.F.Khabibullin) won the competition of innovations and awarded the State Republican Young Faculty Award in science and technology.

Candidate of Medical Science R.R. Fayzrakhmanov and Candidate of Medical Science A.L. Yarmukhametova in 2014 won the competition among young scientists for the research work "Age-related macular degeneration" and were awarded grant of Republic of Bashkortostan. In 2015, young scientists of Corneal and Refractive Surgery Department M.R. Kalanov and M.N. Astrelin became winners of the regional stage of the All-Russian start-up tour and won respectively I and II place in the section "Biological and medical technology." Our young employees had not only the opportunity to take part in the final stage of this competition, but also 1 million rubles for the development of innovative ideas.

For the creation of "Atlas of ocular pathology" members of the Institute (Prof. M.T. Aznabayev, Prof. V.B. Malkhanov, Candidate of Medical Science N.A. Nikitin) awarded the State Prize of the Republic of Bashkortostan in the field of science and technology.

Collaboration with Japanese scientists led to creation of unique product for the treatment of eye diseases associated with diabetes mellitus. G.M. Bikbova was awarded the medal of European Association for Vision and Eye Research (EVER).

In 2013 M.M. Bikbov, G.M. Bikbova for monography "Corneal Ectasia" were awarded the Prize of the Academy of Sciences of the Republic of Bashkortostan n.a. G.K. Kudoyarov.

The Institute works closely with scientific ophthalmic schools in Russia and abroad: Germany, Austria, Japan, India, etc. There is a constant sharing of experience in the field of development and implementation of new technologies. Every year Institute holds scientific conferences with the participation of leading scientists. "Live surgery", videoconferences with scientists from Russian and foreign cities contribute to the professional advancement of the Institute stuff and the training of young doctors.

Clinic is represented by 5 microsurgical departments: Adult and Children Outpatient Department; Department of Functional Diagnostics; Laser Department, Hospital-Replacing Technologies Department and Outpatient Department. Delivery of health care as a part of compulsory health insurance program provides full access to the most modern ophthalmic technology to all citizens of the Republic of Bashkortostan and neighboring regions of the Russian Federation.

High-tech surgeries are widely used in Clinic, including minimally invasive 25G surgery in retina and vitreous pathology, endothelial keratoplasty, intravitreal antivasoproliferative drugs transvitreal treatment of severe retinal detachments with giant tears and removal of foreign bodies, endovitreal appliances closing retinal breaks, laser surgery , glaucoma drainage surgery, the implantation of IOL, including additional lenses in the refractive error.

Despite the presence of a large number of private eye clinics, a lot of patients want to undergo a treatment in UERI. In recent years the Institute has significantly increased the number of operations carried out per year (in 2014 there were more than 34 thousand operations, including about 2 thousand in children), the number of treated patients with socially significant diseases such as cataracts has increased 12-fold , retinal diseases – 6-fold.Hospital- replacing technologies department and Outpatient Department were founded.

In recent years institute buildings underwent reconstruction and reequipment. We expand the range of modern diagnostic ultrasound, immunological, virological, biochemical and electrophysiological methods of research.
